When the Asset Purchase Facility (APF, 資産購入制度 authorised in January) is used for monetary policy purposes, purchases of assets are financed by the creation of central bank reserves. the Monetary Policy Committee (MPC, 金融政策委員会) could use the APF for monetary policy purposes.
